Noosa Plan 2020 – Amendment No. 4 – Employment Land
Community consultation on Amendment- 4 to the Noosa Plan will commence from today Monday 27 July until Sunday 23 August 2026.
Noosa Plan 2020 – Amendment No. 4 is a major amendment which proposes to rezone land at 94 and 170 Holts Road Cooroy, Just to the south of the existing Industrial estate on Holts Road, Cooroy.
The proposed Amendment proposes to:
- rezone approximately 13.8ha of constrained land from Rural to Environmental Management and Conservation zone;
- rezone approximately 20ha of unconstrained land from Rural to Industry and Low Impact Industry zones, including an Enterprise Precinct and Innovation and Technology Precinct; and
- Introduce a Framework and Character Plan which specifies development outcomes, including road layout, vehicle access, future road connections, pathways, landscaping and provision of public open space.

The proposed Amendment seeks to support key economic and employment outcomes for Noosa Shire, including:
- meeting demand for low and medium impact industry and employment land to 2051;
- supporting emerging innovation industries, research and technology (e.g. green industries, creative industries, and biotechnology);
- accommodating small, large and expanding local businesses;
- enabling a diverse mix of lot sizes and tenancies; and
- supporting up to 1,000 jobs.

- Electronic and hard copies of the proposed Amendment are also available for inspection at Noosa Council’s office 9 Pelican Street, Tewantin and Cooroy library.
- A pop-up display to talk to a planner will be held at Cooroy Library on Monday 3rd August from 3.15pm-5.15pm.
- Council has sent letters out to property owners within a 500m radius of the site and will be contacting key community and business groups.
Submissions:
You can make a submission between Monday 27 July and Sunday 23 August 2026.
A properly made submission must:
- be made in writing to Noosa Plan 2020, PO Box 141 Tewantin Qld 4565; or
- via email to np2020amendments@noosa.qld.gov.au; or
- electronically using Council’s online form via yoursay.noosa.qld.gov.au; and
- include the name and address of each person who is making the submission; and
- be received by Council before the closing date for submissions
